What is Certification?
Minority, women business and disadvantaged business enterprise (MBE/WBE/DBE) certifications are available through the State of Kansas by each of the federal, state and local government contracting authorities (Kansas Department of Commerce and Kansas Department of Transportation). Becoming certified can substantially increase the visibility of your small business. Government Agencies, private corporations, prime contractors and school districts look for and utilize certified small business owners.

Doing Business with the Federal Government:

1. Must be a classified as a small business (determined by the small business administration):

  • Operate in the United States
  • Pays Taxes
  • Uses American Labor
  • Organized For Profit
  • Have a Primary North American Industrial Classification System (NAICS) to determine the types of industry and size standards.

2. Obtain a Data Universal Number System (DUNS) – This number is used by federal agencies to certify that you are financially capable of fulfilling your obligations.

  • Obtain free of charge – Dun & Bradstreet (http://www.dnb.com/) or 1-866-705-5711.
  • You must have a different DUNS Number for each physical location or different address in your company as well as each legal division that may be co-located.

3. Must have a Tax Identification Number (TIN). This number allows federal agency to certify the type of organization submitting an offer (formed legal structure). This is a nine digit number obtain from one of two sources:

  • Your Employer Identification Number (EIN) assigned by the IRS.
  • Your Social Security Number (SSN) assigned by the Social Security Administration.


4. Register on the Central Contractors Registration (CCR) website.

  • To start registration with the CCR, you must have a DUNS Number and TIN Number - https://www.uscontractorregistration.com/
  • Once completed you will be issued a Trading Partners Identification Number (TPIN)
  • You will also obtain a Marketing Partners Identification Number (MPIN); this number allows you access too many other government sites.


5. Register with the Online Representation s and Certifications Application Program (ORCA). This program allows you to certify your company profile electronically. You will be required to renew your registration annually. (https://orca.bpn.gov/).

  • You will need your DUNS Number and MPIN Number to complete.


(TIP: Make sure you keep all required numbers and passwords in a safe place and one where they are easily retrieved).
